The Ministry of Defense in Kazakhstan is considering a legal shift, allowing state aircraft to fly commercial missions for a fee. According to our report, this proposal is available on the "Open NPA" portal.

The proposed amendment, titled "On Amending and Supplementing Certain Legislative Acts of the Republic of Kazakhstan on the Activities of State Aviation," outlines that currently, there's no regulation for commercial use of state aircraft, a practice followed by numerous countries abiding by the International Civil Aviation Organization (ICAO) standards, such as Russia, Turkey, Belarus, and others.

The ministry offers two potential routes:

  1. Removing the ban on commercial use of state aircraft while adhering to ICAO norms.
  2. Establishing regulations for commercial use in air transportation without compromising operational readiness or capability.

If approved, this decision could yield numerous advantages:

  • Financial incentives for aviation personnel handling cargo.
  • Increased cargo capacity, improved business environment, and reduced transportation costs for businesses.
  • Ability to offer services to government bodies and organizations without urgent presidential instructions.

The proposal is under public discussion until May 20.

In related news, Vice Minister of Transport Talgat Lastayev announced in February that a special center for investigating transport accidents would be established in Kazakhstan by year-end 2025.

As per the International Civil Aviation Organization (ICAO), Kazakhstan's flight safety indicator is 82%, significantly surpassing the global average of 70.8%.
