Dortmund Embraces Digital Future with "Masterplan Digital Administration - Working 4.0"
The city of Dortmund is set to revolutionize its public administration with the introduction of the "Masterplan Digital Administration - Working 4.0". This ambitious plan, approved by the city council in February, aims to modernize city services, foster a cultural shift in the world of work, and prioritize data protection, equal opportunities, and sustainability.
The master plan is part of a larger push towards digitization in Dortmund, a city with over 10,000 employees working in more than 30 specialist areas. The city council's approval of the master plan signifies a significant step towards enhancing service accessibility, operational efficiency, and fostering a digital-first mindset within the city administration.
At the heart of the plan is the digitization of city administration services, with a focus on creating efficient, user-friendly e-government services that align with European values of transparency and data protection. By modernizing public administration, Dortmund aims to make services more accessible and easier to navigate for its citizens.
The "Working 4.0" aspect of the plan underscores the city's commitment to adapting workplace culture to digital workflows. This includes fostering digital competencies among employees, promoting flexible work models, and embedding digital collaboration tools to ensure a smooth organizational transformation.
Data protection, digital sovereignty, equal opportunities, and sustainability are key themes in Dortmund's digitalization strategy. Data protection aligns with initiatives like Gaia-X, originated in Dortmund, which promotes secure cloud infrastructure based on European data protection standards. Equal opportunities likely involve inclusive digital access across demographics, while sustainability is integral to long-term digital governance and operational models.
The city plans to connect all approximately 600 municipal buildings, including schools, to the fiber-optic network and Wi-Fi by mid-2022. A new, user-friendly citizen portal will be developed, with simplified appointment scheduling processes and consolidated online calendars.
The master plan continues the "Digital City Administration" plan from 2017, which focused on digitizing city services and improving internal processes. However, legal changes at the federal level are necessary, particularly regarding digital signatures, for a completely online-based application process.
Each specialist area has unique procedures that need to be digitized individually, a process that will require careful planning and execution. The city has initiated a new "Memorandum on Digitalization 2020 to 2025", overseen by the "Committee for Personnel, Organization, and Digitalization", to ensure a smooth transition to the digital age.
Dortmund's digitalization strategy is a significant step towards creating a more efficient, inclusive, and sustainable public administration. The city's commitment to data protection, digital sovereignty, equal opportunities, and sustainability sets a strong example for other cities and municipalities embarking on their own digital transformation journeys.
