OECD identifies four categories of these technologies. Data obfuscation tools alter data to protect privacy, enabling privacy-preserving machine learning and information verification without sensitive data disclosure. Encrypted data processing tools allow computations over encrypted data, addressing traditional vulnerabilities when data require decryption for processing. Federated and distributed analytics permit executing analytical tasks on data not visible to processors, reducing the need for sensitive data transfer.
Regulatory frameworks increasingly recognize these technologies. Legal requirements for data protection by design are in place across multiple jurisdictions. However, implementation approaches vary significantly between countries, with some relying on best practices and guidance rather than mandatory requirements.
Despite technical challenges like higher computation costs and data cleaning difficulties in encrypted data processing, these tools offer promising solutions for data protection. As information leakage risks persist, further research and standardization are needed to ensure required noise levels across different scenarios.
