Enhancing the Strength of the State Disaster Response Force to Minimize the Effects of Calamities: Statement from Himachal Pradesh Chief Secretary
In a significant move towards enhancing disaster response capabilities, the State Disaster Response Force (SDRF) in Himachal Pradesh is set to be strengthened. This development was announced in the bustling city of Shimla, the state capital.
The operational skills of the SDRF will be enhanced, with a focus on search and rescue operations in hard terrains and extreme weather conditions. To facilitate this, a dedicated training module and schedule will be developed for the SDRF. Moreover, comprehensive hands-on training will be imparted on operating drones for disaster management purposes.
A key component of this transformation is the adoption of Artificial Intelligence (AI) in disaster management. The Department of Science and Technology (DST) and the State Disaster Management Authority (SDMA) of Himachal Pradesh have been tasked with developing and implementing model guidelines for the use of AI.
AI is expected to revolutionize disaster management in several ways. It will help forecast weather with greater accuracy, identify worst-affected areas after a disaster, suggest optimal distribution of resources, and enhance the precision of public alert systems. AI will also support human decision-makers, saving critical time during emergencies.
In addition, sustainable clean-up methods will be adopted, with a standardized protocol for muck disposal being developed in an environment-friendly manner. The protocol focuses on identifying and designating disposal sites, soil conservation through bio-engineering, and reuse and recycling of debris for protective structures.
To further bolster disaster response efforts, the NDRF headquarters in Mandi will be set up, and Regional Response Centres will be established at Nalagarh in Solan district and Rampur in Shimla district. These centres will play a crucial role in coordinating disaster response efforts across the state.
The chief secretary of Himachal Pradesh has emphasized the ethical, transparent, and effective use of AI in disaster management. The state aims to develop and implement model guidelines that ensure the responsible and beneficial use of AI in disaster management, ultimately leading to a safer and more resilient Himachal Pradesh.
As the state moves forward with these initiatives, it is clear that the future of disaster management in Himachal Pradesh is poised to be powered by AI and advanced technology.
