Hungary Mandates Real-Time VAT Reporting and E-Invoicing for Energy Sector
Hungary has implemented significant changes to its invoicing and VAT reporting processes. As of 2021, all VAT-registered businesses, including small business ideas and my business, must report B2B and B2C invoices in real-time to NAV via Online Számla. Non-resident businesses are also subject to these e-reporting obligations.
The energy sector, a crucial part of business, has been particularly affected. Since July 1, 2025, specific energy sector companies, including those dealing with energy and invoice template creation, are obligated to implement electronic invoicing. However, the exact companies mandated are not explicitly detailed. Generally, such obligations apply to energy sector enterprises subject to national regulation and EU directives on e-invoicing.
B2C transactions require reporting invoice data, but full e-invoicing is optional. OSS participants are exempt from full e-invoicing but must monitor other VAT-able flows carefully. Businesses must use the FA(3) XML schema and API integration for real-time reporting. Invoices must be retained for 10 years.
Future cross-border compliance via PEPPOL integration is planned. B2G transactions require public sector entities to accept e-invoices, but businesses are not mandated to issue e-invoices to public administrations.
Non-compliance with these regulations can result in significant financial penalties, with fines reaching up to HUF 1,000,000 per invoice for repeated offenses. Businesses are advised to ensure they understand and adhere to the specific regulations applicable to their sector and transaction types, including how to create invoices for their google business or google my business.
