Wizards of the Coast has announced a significant change in the management of the Pauper format with the trial unbannings of High Tide and Prophetic Wisdom. This experimental approach marks a shift towards a more iterative and data-driven governance strategy.

A Controlled Reintroduction

Unlike previous unbanning processes, which tended to be more permanent or immediate, these trial unbannings allow Wizards of the Coast to monitor the cards' impact on game balance and diversity. The trial period serves as a controlled environment to assess whether such cards create degenerate gameplay or enhance deck variety.

High Tide is a blue card that allows the caster to double up on resources for every Island resource they tap. Prophetic Wisdom, on the other hand, is a colorless artifact that allows players to add any color of mana to their resource pool.

Learning from Past Mistakes

The idea of unbanning cards has been floated for years. However, the trial unbannings in the Pauper format mark a departure from traditional unbanning processes, which often resulted in upheaval, as seen in the Commander format with incidents like the banning of cards such as Dockside Extortionist, Jeweled Lotus, and Mana Crypt, leading to harassments and death threats towards the Rules Committee members.

A Step Towards Iterative Governance

This more cautious, gradual, and adaptive management approach also reflects lessons learned from managing other formats such as Standard or Modern. The trial unbannings of High Tide and Prophetic Wisdom in the Pauper format are part of an evolution in how Wizards of the Coast manages format balance and player expectations.

Gavin Verhey, a member of the Pauper Format Panel and Magic principle game designer, stated that the trial unbans are being done to experiment with the Pauper format and that it is something the PFP is specifically interested in.

During the trial period, developers will examine and take feedback as to whether or not the cards should be re-banned or enter legality for Pauper going forward. The Game Changers list could potentially be an avenue for banned cards in the format to re-enter some form of competitive legality by being reverted to Game Changer status.

The Future of Unbannings

It's important to note that future potential unbans experimented by the Pauper format may not face a similar trial period. The trial format marks the first chance for these cards to return on a limited-time basis to solicit feedback from players.

The trial unbannings come after significant upheaval around banlists in the Commander format, leading to Wizards of the Coast taking direct control over the future of the Commander format to stabilize the community. A new five-tier power system, Brackets, was created to encourage players to discuss the competitiveness of their decks in the Commander format.
