MTN Ghana Customers Data Breach Draws Response from Data Protection Commission

The Data Protection Commission (DPC) of Ghana is currently investigating a potential data breach that affected approximately 5,700 MTN Ghana customers in April and May 2025. This incident exposed some personal data, but MTN claims that mobile money wallets remained secure despite the breach.

The DPC is taking the matter seriously and has begun coordinating with key stakeholders, including MTN Ghana, the National Communications Authority, and the Cybersecurity Authority. The Commission is working with these entities to assess the scope and impact of the potential data breach.

Public concern has grown due to alleged insider involvement, with fraudsters reportedly using detailed transaction histories to trick victims into resetting mobile money PINs, leading to significant financial losses. This investigation has occurred amid broader concerns about sophisticated AI-enabled fraud risks, such as voice cloning, which scammers are reportedly using to impersonate bank officials or relatives to perpetrate scams in local languages.

MTN Ghana’s case is distinct from other investigations of MTN Group in the US related to geopolitical controversies unrelated to the Ghana data breach.

The DPC urges institutions to strictly adhere to Act 843, Ghana's Data Protection Act. If it's confirmed that personal data was compromised due to negligence, the DPC will use its enforcement powers under the Act to take appropriate action. The Commission will release further updates on the ongoing investigation of the potential MTN data breach.

In light of the potential data breach, the public is encouraged to remain vigilant and is advised to verify whether service providers are registered with the DPC. The DPC emphasizes the importance of protecting Personal Information and encourages all Ghanaians to take steps to safeguard their data.
