In a move aimed at creating fair competition between taxi and ride-hailing services, the Committee for Transport and Mobility of the City of Essen has recommended adjusting Essen taxi fares and introducing a minimum fare for ride-hailing services. The decision is expected to be made by the city council in its September meeting.

The last adjustment to Essen taxi fares was made in August 2022. However, a 22% increase in taxi fares compared to the time of the last report on taxi fares resulted from the 2025 minimum wage adjustment. Despite this, the base fare for Essen taxis remains at 4.40 euros.

For distances between 1-2 kilometers, the new per-kilometer rate will be 2.90 euros. For distances between 2-3 kilometers, the rate will be 2.80 euros, and for distances of 5 kilometers and above, the rate will be 2.60 euros, each increasing by 0.10 euros per kilometer.

On the other hand, from 2026, minimum fares will apply for ride-hailing services in Essen. The minimum fare for ride-hailing services is based on the taxi fare and is around 7% lower. This move is expected to help stabilise the taxi market and ensure the functionality of the public transport system.

However, it's important to note that waiting times and surcharges that apply to taxis are not calculated for ride-hailing services. Ride-hailing services can still be cheaper than taxis, except for medical rides and pre-booked rides made at least an hour in advance.

Repeated violations of legal obligations and labor and social standards have also been identified among ride-hailing services. To address this issue, the city council is expected to decide on both the adjustment of Essen taxi fares and the implementation of minimum fares for ride-hailing services in its September meeting.
