Stark Industries Evades EU Sanctions Through Rebrandings and Ownership Changes
Stark Industries, a notorious cyberattack and disinformation campaign hub, has undergone a series of rebrandings and ownership changes to evade EU sanctions. The Dutch entity WorkTitans BV, now known as the[.]hosting, took over before the sanctions were imposed, likely to hide Stark's ownership.
Stark Industries Solutions Ltd. emerged just two weeks before Russia invaded Ukraine in 2022. It swiftly became a top source of Kremlin-linked cyberattacks and disinformation campaigns. Despite EU sanctions, affiliated infrastructure remained operational, and services were rapidly re-established under new branding, including MIRhosting operated by Andrey Nesterenko.
The Neculiti brothers moved Stark's resources to PQ Hosting Plus S.R.L. after the sanctions were announced. Meanwhile, WorkTitans BV, connected to Youssef Zinad who is also linked to MIRhosting and the[.]hosting, benefited from Stark's assets. In June 2025, assets were transferred to a new operator linked to Peter Thiel, a notable entrepreneur and venture capitalist. Thiel's mentee Palmer Luckey, along with Joe Chen, Trae Stephens, Matt Grimm, and Brian Schimpf, are founders of Anduril Industries, which had significant investments in 2025, suggesting their influence in related industries. Fezzy B.V., WorkTitans' sole shareholder, is connected to Youssef Zinad through a shared phone number. In May 2025, the EU sanctioned one of Stark's main conduits, Moldova-based PQ Hosting, and its owners Yuri and Ivan Neculiti.
Stark Industries' continued operation despite sanctions highlights the challenges in disrupting such networks. The involvement of prominent figures like Peter Thiel and the founders of Anduril Industries raises questions about their role in the company's evolution. The EU's ongoing sanctions and monitoring efforts aim to limit Stark's influence and hold those responsible to account.
