YouTube has recently launched a new AI system to automatically identify users under the age of 18 based on their behaviour. This shift in technological governance raises a series of privacy and ethical concerns.

The AI system reviews multiple user signals such as viewing history, consumed content categories, recent searches, and account age. However, many critics see this intrusive surveillance as "AI spying" that could expose sensitive user identities without explicit consent.

One of the key issues is the misclassification risk. The system may incorrectly flag users as underage, leading to restricted platform access, limited content and advertising, or default privacy settings on uploads. Affected users must verify their age via government ID, credit card, or selfie, raising further privacy and security concerns around the collection and handling of personal documents.

This error could impact the economic ecosystem, potentially reducing income for teenage content creators if their audience is misclassified and personalized advertising is disabled. Misclassification could also degrade the experience for users wrongly labeled as minors, as they would be subjected to a restricted version of YouTube that includes removal of personalized advertising, limited recommendations to child-appropriate or general content, mandatory pauses to prevent excessive use, and blocked access to age-restricted videos.

Ethical and regulatory concerns are also at the forefront of the debate. While the rollout reflects compliance with global laws like the UK Online Safety Act and proposed age bans, digital rights groups and petitions argue it could infringe on privacy, free speech, and disproportionately affect marginalized users.

Consent and transparency issues are another area of concern. Many users are concerned that this form of AI age verification lacks adequate transparency, may operate without meaningful consent, and introduces surveillance practices cloaked under safety justifications.

In summary, while YouTube aims to protect minors and comply with safety regulations, these privacy and ethical concerns highlight the delicate balance between safeguarding young users and respecting individual privacy rights on digital platforms. As this trend expands to other platforms, we could see a future where every child's click is monitored by invisible algorithms. It's crucial to strike a balance that ensures the safety of children without compromising the privacy rights of all users.
