Zakhon Arctic Federal University (ZAGS) in Yakutia develops digital assistant named "Saina"
In the heart of Yakutia, a new digital assistant named "Saina" is set to revolutionise the way people interact with the Registry Office. Launched on August 1, this innovative AI-powered tool is designed to streamline administrative tasks and provide personalised, context-aware assistance for civil registration services.
Developed locally by the Registry Office and the Republican Center for Technical Information, Saina stands out from typical chatbots due to its domain-specific knowledge and natural language understanding (NLU) capabilities. Saina is trained with extensive data about Yakutia’s registry laws, procedures, and local administrative requirements, enabling it to offer precise and relevant guidance.
One of the key features of Saina is its ability to comprehend user questions phrased in natural, everyday language, including regional linguistic nuances. This allows for smoother and more intuitive interactions, reducing the need for users to adapt their language to fit a chatbot's constraints.
Saina also demonstrates context awareness, keeping track of the conversation context to provide coherent and accurate follow-ups. This reduces the need for users to repeat information, making interactions more efficient.
Integrated with the registry office's databases and services, Saina can offer real-time status updates or accept applications digitally. It is more than just a question-and-answer chatbot; it is an intelligent administrative assistant designed to streamline registry office processes, improve accessibility, and reduce the workload on human staff.
The developers of Saina have plans to expand its functionality. In the future, Saina will be able to compose petitions, generate statistics on frequently asked questions, and monitor user satisfaction with answers. It will also be trained to understand and respond in the Yakut language, further enhancing its accessibility.
Saina is capable of deciphering any user input and providing relevant answers, unlike other chatbots that offer response options in flowcharts. It understands the context of human language, even if the sentence structure is incorrect or words are misspelled.
Saina operates using the domestic artificial intelligence model GigaChat, developed by Sberbank. It has been filled and trained with content for a year by employees of the Registry Office from all regions of Yakutia and Yakutsk, along with specialists from the Republican Center for Technical Information.
Currently, Saina is in a test mode, with plans to expand its capabilities and handle 68% of all inquiries received by the registry offices of the republic. The developers also plan to implement a feature that transfers users to a specialist if their question requires a more in-depth response based on their life situation.
Saina is a Yakut product, designed and developed locally to serve the needs of the community. It demonstrates the potential of AI to improve public services and enhance the quality of life for citizens.
