Modernizing Tax Administration in Zimbabwe: The Introduction of TaRMS

Zimbabwe has taken a significant stride towards modernizing its tax administration with the implementation of the Tax Administration and Revenue Management System (TaRMS) on August 18, 2025. This system, designed to streamline processes, enhance transparency, and improve taxpayer services, has already shown promising results.

The commissioning event was held at the Crowne Plaza in Harare and attended by Deputy Minister of Finance Kudakwashe David Mnangagwa, senior government officials, the African Development Bank, members of the banking community, and the ZIMRA Board. ZIMRA aims for every economically active Zimbabwean to have a Taxpayer Identification Number (TIN) by 2028.

Key features of TaRMS include the electronic issuance of TINs, data integration for better insights, improved support and service delivery, and future mobile and AI tools. Benefits observed so far are quicker processing times for taxpayers, more efficient tax compliance and enforcement, and simplified tax processes.

One of the most significant improvements has been in taxpayer registration. In 2024, taxpayer registration grew by 115.75% compared to the previous year, with over 66,000 new registrations. The number of active taxpayers has also increased dramatically, jumping from 72,486 under the previous system (SAP) to more than 184,000 under TaRMS.

Refunds and tax clearance certificates are now largely automated, with real-time status updates. On-time filing has improved from 13.94% in 2023 to 38.07% in 2024, and return submissions improved from 29.41% to 62.69% during the same period.

The system is directly integrated with the Registrar of Companies, Civil Registry, and banks for real-time data validation. Over 1 million employees have been registered, and PAYE is now auto-calculated via payroll uploads.

TaRMS replaces a fragmented legacy setup that combined SAP on the back-end with Microsoft technologies on the front-end. The system is an integrated, turnkey platform built with modern open technologies, giving ZIMRA greater control and the ability to scale.

The technical presentation revealed that TaRMS will continue to evolve, with future updates including the use of AI and machine learning for fraud detection, predictive risk analysis, and intelligent case selection. ZIMRA also plans to move from static tax clearance certificates to continuous real-time compliance verification, alongside the rollout of a mobile app.

In summary, TaRMS represents a major step in transforming Zimbabwe's tax administration into a more transparent, efficient, and citizen-focused system. The system’s launch is backed by strong government and development partners’ collaboration, reinforcing its importance for national development and economic growth.
